兵心不改、情誼不忘！宋波 <p><b style="font-size: 20px; color: rgb(255, 138, 0);">每年的8月1日是中國(guó)人民解放軍建軍紀(jì)念日，俗稱“八一”建軍節(jié)。1927年8月1日，中國(guó)共產(chǎn)黨帶領(lǐng)北伐軍三萬(wàn)余人，在周恩來(lái) 、賀龍、葉挺 、朱德 、劉伯承等領(lǐng)導(dǎo)下，于江西南昌舉行武裝起義，打響反對(duì)國(guó)民黨反動(dòng)派的第一槍標(biāo)志著中國(guó)進(jìn)入了中國(guó)共產(chǎn)黨獨(dú)立領(lǐng)導(dǎo)武裝革命的新時(shí)期，標(biāo)志著中國(guó)新型的人民軍隊(duì)的誕生。1933年7月11日，中華蘇維埃共和國(guó)臨時(shí)中央政府根據(jù)中央革命軍事委員會(huì)6月30日的建議，決定8月1日為中國(guó)工農(nóng)紅軍（中國(guó)人民解放軍前身）成立紀(jì)念日。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">二、建立戰(zhàn)友“撫慰基金”的原則和基金標(biāo)準(zhǔn)</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">凡自愿參加的戰(zhàn)友和戰(zhàn)友遺孀，愿意按期繳納戰(zhàn)友“撫慰基金” 50 元/人/年；遵守戰(zhàn)友“撫慰基金”管理辦法，</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">均為 陸軍第六師江油戰(zhàn)友“撫慰基金”會(huì)的會(huì)員。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">三、戰(zhàn)友“撫慰基金”管理辦法 </b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">戰(zhàn)友“撫慰基金”由戰(zhàn)友會(huì)組委會(huì)進(jìn)行“專人專賬”（副會(huì)長(zhǎng)時(shí)竟管錢(qián)、王興富管賬；賬號(hào)、密碼在組委會(huì)內(nèi)公開(kāi)）管理。與戰(zhàn)友聚會(huì)臨時(shí)收支經(jīng)費(fèi)分離，組委會(huì)負(fù)責(zé)日常監(jiān)管。每年向全體戰(zhàn)友（聚會(huì)和微信群）報(bào)賬；做到實(shí)事求是，公開(kāi)透明，接受全體會(huì)員的質(zhì)詢監(jiān)督。專管人員發(fā)生情況變化，由組委會(huì)集體監(jiān)督賬戶轉(zhuǎn)換交接；不因組委會(huì)換屆、換人而改變，確保工作延續(xù)有序。任何人、任何事都不得借用、使用、占用戰(zhàn)友“撫慰基金”。所有收、支必須建賬登記，組委會(huì)集體簽字確認(rèn)，做到筆筆賬目清楚。經(jīng)濟(jì)出錯(cuò)由責(zé)任人自負(fù)。當(dāng)組委會(huì)無(wú)法履行繼續(xù)管理職能或2/3以上的會(huì)員認(rèn)為“撫慰基金”不需要繼續(xù)存在時(shí)，由當(dāng)屆組委會(huì)負(fù)責(zé)將所余的“撫慰基金”，按照健在會(huì)員人數(shù)平均分發(fā)結(jié)零，做到有始有終。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">四、戰(zhàn)友“撫慰基金”繳納方法、使用規(guī)則及涵蓋對(duì)象</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">1、戰(zhàn)友及妻子生病、受傷 首次住院 實(shí)行 普惠撫慰。探望時(shí)送“撫慰金”300 元/人；每位會(huì)員及妻子每年僅限一次探望撫慰。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">2、戰(zhàn)友、妻子及子女?。▊┩鲭x世，探望時(shí)送“撫慰金”500 元/人（另：購(gòu)送花圈一個(gè)）。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">3、戰(zhàn)友聯(lián)系人、戰(zhàn)友本人和知情的任何戰(zhàn)友均有義務(wù)及時(shí)向組委會(huì)通報(bào)（報(bào)告）準(zhǔn)確的信息和情況；組委會(huì)（正、副會(huì)長(zhǎng)）要及時(shí)核實(shí)情況，與區(qū)域聯(lián)系人、相關(guān)戰(zhàn)友（也可委托就近戰(zhàn)友代表）商議，采用方便可行的方式，及時(shí)組織安排 撫慰活動(dòng)，力避錯(cuò)失正常開(kāi)展撫慰活動(dòng)時(shí)機(jī)；撫慰活動(dòng) 逾期不補(bǔ)。無(wú)論以何種形式參與和組織撫慰活動(dòng)，“撫慰金”標(biāo)準(zhǔn)不變且均代表全體會(huì)員的深情厚誼。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">4、凡愿參加的戰(zhàn)友，一律自2020年開(kāi)始繳納“戰(zhàn)友撫慰基金”；之后參加者須自2020年開(kāi)始補(bǔ)繳至同步。戰(zhàn)友自繳納戰(zhàn)友“撫慰基金”之日起，其自身和規(guī)定的家人即有享受“撫慰金”和“慰問(wèn)活動(dòng)”的權(quán)利。中斷“撫慰金”繳納，自中斷之日起即停止享受“撫慰金”和“慰問(wèn)活動(dòng)”的權(quán)利；已繳納的“撫慰基金”不予退還。若愿恢復(fù)參加，須補(bǔ)齊中斷期間的“撫慰基金”后即享受其權(quán)益。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">5、會(huì)員及家人發(fā)生本《辦法》無(wú)明確規(guī)定的，意想不到的特殊的重大變故，需使用戰(zhàn)友“撫慰基金”進(jìn)行撫慰時(shí)，須經(jīng)組委會(huì)集體專項(xiàng)商議并向全體會(huì)員進(jìn)行實(shí)情通報(bào)說(shuō)明，得到廣大會(huì)員的普遍認(rèn)可同意后方可實(shí)施。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">6、參加“撫慰活動(dòng)”的戰(zhàn)友的其它費(fèi)用自理。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">五、為方便互通 撫慰活動(dòng) 信息，再建一 戰(zhàn)友撫慰基金會(huì)員 專項(xiàng)微信群。戰(zhàn)友“撫慰基金”可接受戰(zhàn)友的自愿基金捐贈(zèng)，以壯大基金實(shí)力。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">六、本《辦法》未盡事宜，根據(jù)情況適時(shí)商議修定完善。在本《辦法》正式修訂改變之前，任何人不得擅自改變。</b></p><p><b style="font-size: 20px; color: rgb(255, 138, 0);">七、本《辦法》已經(jīng)2020年7月28日陸軍第六師江油戰(zhàn)友四屆一次戰(zhàn)友會(huì)舉手表決（參加戰(zhàn)友 82 人；同意81 人；不同意 0 人；棄權(quán) 1 人）高票通過(guò)。自2020年8月1日起施行。</b></p><p><b style="font-size: 20px;
