<h3><font color="#ed2308">上圖為尕爹尕媽與部分侄兒</font><span style="color: rgb(237, 35, 8);">合影</span></h3><h3><span style="color: rgb(237, 35, 8);">一、《眾里尋她千百度》</span></h3><h3> 一直想給尕爹寫些東西，一來是我敬佩長輩，是家族靈魂式的人物，值得學(xué)習(xí)和研究；二來也為家族做些貢獻(xiàn)，將家族精神發(fā)揚(yáng)光大，傳承精神血脈和人文！</h3><h3> 今天先聊聊為什么尕爹能選中擔(dān)任武威市發(fā)改委主任？</h3><h3> 在武威縣區(qū)較多，縣委書記，縣長打破頭也想爭當(dāng)發(fā)改委主任，還有委、辦、局一把手也在爭，當(dāng)時(shí)尕爹只是別人看不上眼的三流局，武威市審計(jì)局，在當(dāng)時(shí)大環(huán)境下的審計(jì)工作，很多人認(rèn)為是經(jīng)濟(jì)發(fā)展的拌腳石，當(dāng)時(shí)黨委政府都不重視，審計(jì)工作人員也恢溜溜的抬不起頭。是什么因素推動(dòng)了武威市委下決心重用尕爹？</h3><h3> 很多人不一定知道，發(fā)改委是一個(gè)國家、一??省市縣的經(jīng)濟(jì)大管家，在中央層面相當(dāng)于小國務(wù)院，發(fā)改委主任相當(dāng)于小國務(wù)院總理，從毛譯東時(shí)代一直是這樣延續(xù)至今，一般兼任上一級(jí)副職；一個(gè)省市相當(dāng)于宏觀經(jīng)濟(jì)一把手和經(jīng)濟(jì)揮中心，一般兼職上一級(jí)副職，高看一眼。</h3><h3> 尕爹屬本地土生土長干部，從人品、為人處事等方面應(yīng)該挑不出什么毛病，這樣干部在武威不少，一抓一大把，從影響力方面來說，更是默默無聞，更沒有叫得響的業(yè)績和口碑。那么尕爹又有什么亮點(diǎn)和不一樣的價(jià)值和比較優(yōu)勢呢？這要從武威經(jīng)濟(jì)發(fā)展談起。</h3><h3> 解放后武威經(jīng)濟(jì)布局及調(diào)整。</h3><h3> 解放后，國家從一五二五花大力對(duì)經(jīng)濟(jì)發(fā)展進(jìn)行調(diào)整，甘肅由于戰(zhàn)略地位和地理位置原因，國家做為重點(diǎn)，大的項(xiàng)目基本都放在蘭州，如蘭煉蘭化，玻璃廠，機(jī)械加工如蘭通廠等，根據(jù)蘇聯(lián)專家建議、國家布局，武威做為農(nóng)業(yè)產(chǎn)業(yè)化中心，從農(nóng)產(chǎn)品生產(chǎn)加工銷售全產(chǎn)業(yè)鏈布局，如甘肅農(nóng)業(yè)大學(xué)從蘭州搬遷到黃羊鎮(zhèn)及甘肅畜牧獸醫(yī)學(xué)校，，新建了西北最大的糖加工廠，建設(shè)了甘肅拖拉機(jī)廠，及甘肅農(nóng)業(yè)機(jī)械化學(xué)校，以及面粉廠，食品廠，酒廠等輕工食品行業(yè)，五十年代末六十年代初，武威已成為甘肅僅次于蘭州的第二大地區(qū)，，永登縣、永昌縣、阿右旗、景泰縣都屬于武威地區(qū)管轄。</h3><h3> 改革開放后，國家從計(jì)劃經(jīng)濟(jì)向市場經(jīng)濟(jì)過渡，甘肅省農(nóng)業(yè)大學(xué)專家教授上訪，回到了蘭州，金川公司特大型企業(yè)要求更好的地方服務(wù)，成立了金昌市；這些統(tǒng)購統(tǒng)銷的地方國企，由于沒有競爭力、大鍋飯、紛紛倒閉破產(chǎn)轉(zhuǎn)制，武威經(jīng)濟(jì)從全省第二降為倒數(shù)。職工下崗，社會(huì)不穩(wěn)。</h3><h3> 在這種情況下，誰來承擔(dān)發(fā)改委主任角色，成為地委書記專員思考的大事！據(jù)說地區(qū)黨政首腦意見一致，找一位懂經(jīng)濟(jì)，有企業(yè)管理經(jīng)驗(yàn)，有微觀經(jīng)濟(jì)和宏觀經(jīng)濟(jì)閱歷和領(lǐng)導(dǎo)經(jīng)驗(yàn)的人，來拯救武威經(jīng)濟(jì)下滑的局面，黨政首腦在正縣級(jí)干部中找過來找過去，扒拉來扒拉去，眼睛一＂亮”，找到了＂邸亮＂！</h3><h3> 現(xiàn)在看來，尕爹長期在企業(yè)擔(dān)任領(lǐng)導(dǎo)職務(wù)，八十年代武威外貿(mào)總公司又是武威地區(qū)的半壁江山，下屬幾十個(gè)企業(yè)，包括生產(chǎn)，加工、流通和外貿(mào)等環(huán)節(jié)和行業(yè)。又在宏觀經(jīng)濟(jì)及審計(jì)等部門工作的經(jīng)驗(yàn)、</h3><h3><span style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"><span style="-webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961);"> 現(xiàn)在，我不想評(píng)價(jià)和沒資格評(píng)價(jià)九十年代我們國家的改革得失，但可以肯定的是武威外貿(mào)的改革是和國家改革是合拍的。我也清楚武威外貿(mào)的改革舉措更多的是來源于國家的改革動(dòng)向、武威黨政領(lǐng)導(dǎo)的改變武威落后面貌的行政執(zhí)政環(huán)境、也更多的來源于武威外貿(mào)一把手的決心，和敢想敢打敢干的追求。在這里我也不想判斷尕爹參與決策占多少，但可以說是改革參與者、酸甜苦辣的體驗(yàn)者。至少可以說，武威外貿(mào)每項(xiàng)改革得以實(shí)現(xiàn)，副職對(duì)每項(xiàng)工作的落實(shí)是分不開的，有時(shí)候每項(xiàng)工作落實(shí)可能難度更大，得罪人更多，這一點(diǎn)也更能休現(xiàn)副職的才能。</span></h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"><span style="-webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961);"> 現(xiàn)在看來，武威外貿(mào)改革的難度要比武威酒廠大很多，酒廠是社會(huì)化大生產(chǎn)，流水線作業(yè)，資金物資進(jìn)出只有一個(gè)出口，只要把好資金財(cái)物出入口，就不會(huì)出大問題。而武威外貿(mào)下屬最多時(shí)有三十多個(gè)獨(dú)立核算的單位，每個(gè)單位都有資金物資的進(jìn)進(jìn)出出的權(quán)力，在這種情況下出現(xiàn)挪用、污、私分、經(jīng)營不善、虧損是很正常的。</span></h3><p style="font-family: -webkit-standard;
